England has officially explained why they will not be participating in EURO 2028.

UEFA has issued a warning to England, suggesting the nation could be barred from participating in the upcoming European Championships, which will be co-hosted by England and the Republic of Ireland in 2028.

This potential exclusion stems from concerns over Labour Party leader Sir Keir Starmer’s proposal to establish an independent regulator for men’s professional football in the UK.

Starmer’s plan involves setting up an Independent Football Regulator, which would have oversight over clubs in England’s top five football leagues. This initiative, however, has raised significant alarm within UEFA, the governing body for European football.

A letter addressed to Culture Secretary Lisa Nandy by UEFA’s general secretary, Theodore Theodoridis, expresses the organization’s concerns about the possible ramifications of this move.

Theodoridis emphasizes that any form of government intervention in the management of football goes against UEFA’s guiding principles, which stress the importance of maintaining the autonomy of sport. According to Theodoridis, such interference could lead to severe consequences, including the exclusion of English teams from UEFA tournaments.

One of the primary issues highlighted in the letter is the proposed licensing system for football clubs. UEFA fears that if England implements this system, other countries might follow suit by establishing their own national regulators. This could complicate UEFA’s ability to govern football on a continental scale, potentially undermining the uniform governance of the sport across Europe.

Theodoridis underlines that UEFA has specific rules in place to prevent any form of state meddling in football. These rules are designed to ensure the independence of the sport and protect the integrity of its competitions. Should these rules be violated, the consequences could be far-reaching.

The ultimate penalty, as Theodoridis points out, would be the exclusion of the national football federation from UEFA, which would also extend to clubs being barred from participating in high-profile European tournaments such as the UEFA Champions League and the Europa League.

Furthermore, UEFA’s concerns are not limited to England’s participation in the European Championships. If England were to be excluded from UEFA events, this could also affect its involvement in World Cup qualifiers, as UEFA oversees the qualification process for European teams in international competitions.

Thus, the potential fallout from the establishment of a football regulator could have severe long-term repercussions for English football on both the European and global stages.
